Kenneth Hodges, pastor of Tabernacle Baptist Church on Craven Street, re-positions the flowers at the Memorial of S.C. statesman Robert Smalls on Monday morning, Feb. 23, after they were blown over by wind. Rev. Hodges said the flowers are placed at Smalls’ monument each year on the anniversary of his death.
